I was able to solve this issue with a variation of these steps. Reboot Windows 10 to complete the uninstallation. After the download succeeds, the Japanese IME should be working properly. In reply to Patrick Dark’s post on February 14, Thank you Patrick for sharing your process, I haven’t tried it but will do it if I get the issue again on another machine.
